Public Sector Programme Implementation and Monitoring

At the World Bank

Supported Ministry of Education, Government of India in identifying focus areas based on Samagra Shiksha budget allocation.
Conducted a comprehensive public finance analysis of the Samagra Shiksha (India’s flagship school education scheme) using timeseries data of budgetary demands and approvals. Identified inefficiencies in fund distribution, real value declines in spending, and disparities in per-student expenditure. Provided key insights into the equity and effectiveness of education financing, supporting the Ministry of Education in redesigning the next iteration of Samagra Shiksha.
  • Supported Government of Assam in developing a school upgradation strategy by analysing the existing school network and expected demographic trends

  • Supported the World Bank team in developing an upcoming externally aided programme to improve students’ foundational learning and school-to-work transition of adolescents.

  • Collaborated in the development of an upcoming lending programme in Assam through field visits, literature review, data analysis, stakeholder consultations, and collaboration with partners to identify gaps in quality, access and infrastructure, supporting the state’s alignment with SDG 4.1 targets.

  • Worked closely with the Directorate General of Training (DGT) to conduct an analysis of its associated institutions by examining enrolment trends and fund utilization. Utilized data from multiple fiscal years to assess unit economics, uncover inefficiencies in expenditure allocations (such as high per-seat costs), and identify declining enrolment trends across technical training schemes, providing critical insights into the sustainability and effectiveness of vocational education financing.

Led an evaluation of UNESCO MGIEP’s educational programs assessing the financial inputs and the resulting short-term and long-term learning and behavioural outcomes to determine the cost-effectiveness.
